The PEPSC is weighing crucial changes to how North Carolina educator licenses are administered, how teachers are evaluated, and how the state compensates educators.

Thoughts on Licensure:

  • A licensure system that reduces barriers of entry to people of color and first-generation college students, while maintaining strong professional standards. We need to help more TAs become teachers, get rid of the edTPA, and reduce the cost of Praxis and Pearson tests.
  • This proposal puts too much faith in micro-credentials as a path toward licensure.
  • Recertification should not be linked to test scores, EVAAS data, or subjective student surveys. 
  • Under this proposal a License I teacher will be paired with a co-teacher of record every week. Do those advanced teachers need to have the same subject or grade level certification as the person they are observing? And are those advanced teachers going to be fully released from classroom responsibilities to be able to provide that support across the school? 
  • Doing the edTPA is basically like completing your National Boards. That is a great standard for master teachers to aspire to, but it represents a barrier to entering the profession for a lot of people. Please take this opportunity to get rid of the edTPA, as Georgia, Washington, and New York have done.
